什么是

国会披露研究可根据众议院和参议院公开的财务披露，创建申报清单和交易证据简报。它使用 Crawlora 查找申报记录，并针对受支持的参议院报告解析交易详情，同时保留来源 ID、URL、检索时间、来源日期和原始行引用。
此技能旨在支持审慎研究，而非得出投资结论；它区分申报日期、报告期间日期、交易日期和检索日期；保留金额范围和所有权详情；并标记无法获取的文件和可能重复的记录。Openclaw Skills 用户可据此生成更便于审计的披露证据记录，同时明确说明不确定性和范围限制。

应用场景

为指定的院别、申报人和申报时间范围建立申报清单。
根据受支持的参议院年度报告、PTR 或常规延期通知报告，准备交易证据简报。
审查与资产或交易研究相关的限定样本申报记录，然后在本地筛选已解析的交易。
比较年度报告和 PTR 报告中的行，以识别并标记可能重复的交易，同时不丢弃来源证据。

工作原理

确定研究范围：院别、申报人身份或类型、申报时间范围，以及问题涉及申报记录、申报资产还是交易。
设置 Crawlora API 密钥，并使用可用的 Crawlora MCP 工具或随附的 scripts/crawlora.sh 客户端。有关方法和参数，请参阅 reference/endpoints.md。
按照各院别的规则进行搜索。应用受支持的众议院或参议院筛选条件，将页数和 API 调用限制在请求范围及额度预算内，并且不要使用不受支持的 ticker 参数。
使用申报 URL 获取受支持的参议院报告文件。将申报索引行仅视为已建立索引的证据；保留来源链接，并将不受支持的文件正文或交易信息标记为不可用。

报告申报覆盖范围、已解析和不可用的文件、交易证据台账、尚未解决的重复项及明确限制。不要将范围换算为精确总额，也不要推断意图、利润、违法行为或投资表现。

配置指南

将 CRAWLORA_API_KEY 设置为你的 Crawlora API 密钥。有可用的 Crawlora MCP 工具时请使用；否则使用随附的 scripts/crawlora.sh 客户端，该客户端会将密钥发送至 https://api.crawlora.net/api/v1。

数据架构

高级特性

使用各院别特定的搜索语义和验证约束，避免产生误导性的众议院和参议院申报查询。
连接后支持使用 Crawlora MCP 工具，也可改用随附的 shell 客户端。
限制分页和调用预算，并明确处理认证失败、速率限制及上游暂时性错误。
保留来源级出处信息和行级引用，以便根据报告证据核验已解析的主张。
支持对限定范围内的相关申报样本进行交易行本地筛选；不声称能够搜索全体国会的所有 ticker。
标记年度报告和 PTR 申报之间可能重复的记录，同时保留两条记录及其不确定性。
区分交易证据与结论：金额范围不是精确数值，出售不等于已实现利润，资产条目不一定代表交易，配偶的交易也不自动代表申报人的决定。
说明研究限制：样本无法证明当前投资组合、交易意图、违法行为或投资回报；此工作流程也不会推导申报截止日期或交易建议。

Access and scope

Set CRAWLORA_API_KEY to your Crawlora key. Prefer the listed Crawlora MCP tools when connected; otherwise use the bundled scripts/crawlora.sh, which sends x-api-key to https://api.crawlora.net/api/v1. Read reference/endpoints.md for exact methods and parameters. Check application code as well as HTTP status; payloads are inside data. Stop on authentication errors, back off on 429, and retry a transient upstream failure once. Bound pages and calls by the requested scope and credit budget. Preserve source IDs, URLs, retrieval times, and source dates where supplied.

Build a filing inventory or evidence brief from public disclosures. Define chamber, filer identity/type, requested filing window, and whether the question concerns filings, reported assets, or transactions before interpreting results.

Search filings using chamber-specific semantics

House requires member; its default filer type is member, while candidates use filer_type=candidate and election_year. House from/to take years; candidate rows use year_kind=election, not an exact filing date. House list results do not supply filed_at, so do not invent one from the year.
Senate supports name prefixes or the member shorthand, but not both together. state cannot be combined with senator_state/candidate_state. Filer and report types follow the exact reference; all cannot be combined with other filer values. Senate from/to accept years or MM/DD/YYYY filing dates.
ticker is an unsupported compatibility parameter: a nonempty value returns validation error. For an asset question, collect a bounded relevant filing sample, then filter returned transaction rows locally. Do not promise a complete Congress-wide ticker search from the filing index.

Retrieve supported documents and retain their evidence

congress_report supports Senate Annual, PTR, and regular extension-notice HTML URLs. House PDFs, Senate paper/image filings, blind-trust and other reports are unsupported by this parser; retain their source links and mark body/transactions unavailable. A filing row is evidence the filing was indexed, not that its transaction details were retrieved. An extension notice's body is a notice, not an asset or transaction table; its structured filer/date fields can be blank.

For supported reports use normalized transactions while retaining parts[].rows, source_part, and row number for verification. Preserve displayed transaction dates, owners (self/spouse/dependent), transaction types, asset names, tickers, amount ranges, comments, and -- placeholders. Separate transaction, reporting-period, filing, and retrieval dates. Filing-window filters do not select an equivalent transaction window; filter parsed transactions separately if needed.

Reconcile and report

Match filers by chamber and available identity evidence rather than name alone. The same transaction may appear in Annual and PTR reports: compare owner, asset, date, type, and range, retain both source rows, and label probable duplicates without collapsing uncertain matches. Keep amendments and original versions traceable; do not infer replacement without document evidence. Do not turn amount ranges into exact values or sum open-ended ranges as precise trade totals. A sale is not a realised profit, an asset entry is not a trade, and a spouse's reported transaction is not automatically the filer's own decision.

Return filing coverage, parsed/unavailable documents, a transaction evidence ledger, unresolved duplicates, and explicit date/range limitations. The sample cannot establish a current portfolio, trading intent, legal wrongdoing, or investment returns. Do not derive legal filing deadlines or recommendations to trade from this workflow.
